We are looking for a highly qualified Manager of Operation, Maintenance and Engineering (MOME) in water and wastewater Management Companies, capable of leading large-scale projects in water supply and sanitation systems. This position requires a proven track record in operations management, maintenance, and hydraulic infrastructure design, as well as experience in optimizing investments and ensuring compliance with international standards. It is essential that the candidate meets the minimum requirements outlined below.

Key Responsibilities:

  • Comprehensive operational management of water supply and sewer systems.
  • Supervision and direction of infrastructure investment projects in water and sanitation networks, ensuring operational efficiency, reduction of water losses, and compliance with environmental and safety regulations,
  • Implementation of preventive and corrective maintenance plans for infrastructure and equipment, ensuring continuous operation and availability.
  • Management of hydraulic network sectorization and optimization projects, as well as planning for emergency operations.
  • Development of asset management systems and operational analysis to optimize investments in vulnerable areas, with a focus on long-term sustainability.
  • Full time staff with estimated level od effort of at least 40 months
  • Reports to CTL.
  • Manage the day-to-day operations of the water facilities.
  • Prepares monthly and annual forecast for chemicals, fuel and other materials.
  • Provides engineering and technical advice on system planning and operations.
  • Coordinates all technical issues related to water supply systems.
  • Prepare maintenance planning and budgets.
  • Coordinates preventives maintenance.
  • Ensure proper management of existing networks, including permanent update of the cadaster and leaks or other events.
  • Support the Utility in Operation and maintenance of sanitations services.
  • Develop and enforces safety procedures.


Mandatory Minimum Requirements:

  1. Degree in civil, hydraulic, or related engineering. Master’s degrees and postgraduate studies in water resource management or water network design will be highly valued.
  2. A minimum of 15 years of professional experience including at least 8 years in water utilities with more than 50,000 customers.
  3. in operations management, maintenance, and leadership of water supply and sanitation projects, including the execution of high-performance water treatment plants.
  4. Extensive knowledge and experience in hydraulic network design and analysis using tools such as EPANET, as well as infrastructure management in GIS (Geographic Information Systems).
  5. Demonstrated experience in leading multidisciplinary teams and improving operational, indicators in public service companies.
  6. Advanced knowledge of water loss control, network sectorization, and evaluation and improvement of service continuity and quality.
  7. Availability to lead projects in both urban and rural environments, with a particular focus on areas with difficult access or vulnerability.
  8. Languages: Fluency in Portuguese or Spanish and working knowledge of English.
  9. At least three years of experience working in developing countries.

Additional Competencies:

  • Previous experience in developing countries with complex or developing contexts in, Africa, or similarly vulnerable regions.
  • Ability to conduct vulnerability studies and analyses to optimize investments in water and wastewater infrastructure.
