We are looking for a: Non- Revenue Water Expert

Technical losses

• Some gaps in the relevant information such as distribution network maps, its set up, quality &material aspects, age, lengths, etc…

• Limitations in network sectorization and pressure zones establishment

• Deficit in relevant operational data: Network Pressures, volumes of water in relevant points (due to absence or inaccuracy of bulk water meters), flow data

• Limitations in the management of the reservoirs.

• Limited number of leak detection equipment and other specific equipment to support in technical losses detection

• Limitations in leak management (periodic registration of leaks and reporting on the status including the time to repair, differentiating the type of pipe- main one or secondary).


Commercial losses

• Limitations in the NRW monitoring and control areas

• Deficits in customer metering practices, including type, manufacturer and age of customer meters used as well as customer meter testing facilities and practices.

• Deficits in customer database (type of customers, connection and disconnection policies, illegal connections) and their consumption profiles

• Deficits in tariff structure (flat rates, unmetered, large customers)

• Deficits in billing and collection policies and processes


Description and Main Tasks

The Specialist in Non-Water Revenue Expert, will work closely with the MOME and address the following aspects:

• Streamline the water balance to estimate the current level of NRW including the clear separation of the technical and commercial losses (IWA latest models);

• Develop a template for reporting specifically of NRW on a periodic basis (monthly and/or quarterly) based on the water balance model;

• Estimate the financial value of the losses and the expected gains with the reduction of each category of losses (comparing with the costs to reduce it)

• Audit on a regular basis (Quarterly) the level of losses reported and issuing recommendations for improvement (Separate the actions that must be implemented by the various stakeholders)

• Regular and Relevant follow up trainings on the NRW management practices (at least once per semester)


Requirements

The selected consultant should have the following requirements:

✔️At least a bachelor’s degree in relevant engineering area, such as Hydraulic, Civil or other related field.

✔️A minimum of 8 years working experience and at least 5 years working with NRW reduction

✔️At least 2 years’ experience working in Angola;

✔️Proficient in Portuguese or Spanish and have good domain of English;

✔️Experience in working with Microsoft tools and some relevant hydraulic/engineering tools (GIS, epanet, autocad, etc…)

✔️Having worked in developing countries is a plus.

✔️Strong attention to detail and time-management skills.
